MPs concerned about replacement for civil servants

Félix Mpozeriniga, Minister of Public Service was invited at the National Assembly to respond to the oral questions of MPs this Wednesday, 26th September. MPs have said they deplore the delay observed in the replacement of some retired or dead civil servants which undermines the daily activities in the public services.

As for Pascal Nyabenda, Speaker of the National Assembly, he says he does not understand why those civil servants are not replaced whereas the finance law provides for a budget for that. He also raises the case in the ministry of education where posts of teachers who are no longer in office remain vacant two weeks after the start of classes.

MP Angèle Ciza has the same view: “I would like to know where the replacement process is blocked.”
Minister Félix Mpozeriniga says there is no obstacle in his institution. “The delay in replacing the staff often occurs in three ministries namely that of Education, that of Public Health as well as that of Environment, Agriculture and Livestock,” he says.

He says the failure is mainly observed at the low level of the administration. “Officials at the low level do not submit on time the lists of retirees or departures from civil services to make possible their replacement,” he says. He, however, says the number of people who have been employed is big.

The Public Service Minister recommends a fair recruitment. “Professionalism and competence should be the basic criteria in the recruitment process, not just ethnicity or regionalism,” he says.
