Teachers appreciate decision to adjust disparities in salaries

Emmanuel Mashandari, Deputy Chairman of the Special Coalition of Teachers’ Union for National Solidarity-COSESONA says teachers are really pleased to hear that the government will grant the 5th salary adjustment phase. “The 4-year period recommended for this allowance had just expired last December 2019,” he says adding that the study on fair salary policy in public administration was not yet completed. He also says they had asked the government to extend the period of 6 months before the end of the 2019-2020 budget law.

Emmanuel Mashandari: “This will shed light on various concerns over the harmonization of salaries, annual bonuses and other allowances”

Mr. Mashandari, however, says the government should set up a service responsible for monitoring and following up this study to complete their work before the preparations of the 2020-2021 budget law. “This will shed light on various concerns over the harmonization of salaries, annual bonuses and other allowances”, he says.

In the ministerial ordinance issued on 20 January, Domitien Ndihokubwayo, Minister of Finances has indicated that the salary adjustment only concerns civil servants who perform their daily activities in the public sector including administrative, industrial and commercial institutions whose salaries are lower than that of a teacher of the same degree and seniority. He also said the compensation doesn’t apply to the army and police officers, public health sector and judges as well. He, however, indicated that annual bonuses and all other advantages are frozen financially except for the defense and security sector.
