REGIDESO unionists concerned over irregularities contained in cash power meters bid

The free union of REGIDESO employees requests an urgent suspension of the tender for 1,500 cash power meters for large consumers. The union says it recognizes that the company in charge of supplying water and electricity-REGIDESO has a need to increase cash power meters for large consumers but says their acquisition must meet public procurement standards.

“Otherwise the company may go bankrupt especially at this time when it has to cover the expenses related to the use of the 30-megawatt thermal power station,” reads the correspondence sent to the Managing Director of REGIDESO, on 28 May.

The unionists say REGIDESO has also lost several billions of Burundian Francs in a fire that has ravaged the main storeroom which contained extension, joining and electrical equipment a few days ago.
According to unionists, those who participated in the preparation of the tender cannot be among those who will analyze it. “Moreover, the person responsible for the bid is also appointed member of the commission in charge of analyzing it,” say unionists.

They also say the commission that analyzed the tender has determined a turnaround that exceeds the annual budget (3 years instead of one).

The free trade union of REGIDESO employees requests a new neutral commission to elaborate and analyze the bid and another independent commission to analyze the bids that have been registered. Unionists say the process should get started as soon as possible given the urgency of acquiring these cash power meters for households and large consumers.

Contacted, Jeroboam Nzikobanyanka, Managing Director of REGIDESO, did not want to make any comment over unionists’ concerns.
