The latter challenged the election of the EALA Speaker, arguing that, the Assembly did not follow Rule 12 of the Rules of Procedure of the<br \/>\nAssembly, which requires the quorum of one third (1\/3) of the elected Members from each Partner State.<\/p>\n<p>Martin Ngoga, the current EALA speaker from Rwanda, was elected on 19th December 2017 with 33 votes in the second round of vote against Burundi MP L\u00e9ontine Nzeyimana who got 3 votes.<\/p>\n<p>Among the 2018 first quarterly achievements of the Ministry of EAC Affairs include the sensitization campaigns on EAC projects, field visits, experience-sharing meetings\u2026 Minister Isabella Ndahayo says the main challenge that her ministry is currently faced with is finance-related. \u201cSince 2015, we have faced financial problems as we got few partners in our projects.
