If the government amends the constitution, the dialogue won\u2019t matter,\u201d he says. He calls on the facilitation office to speed up the dialogue process before the constitutional referendum takes place.<\/p>\n<p>The last dialogue session held in Arusha in November 2017 did not result in the signing of an agreement between the Government of Burundi and its opponents as planned by the facilitator Mkapa.<br \/>\nFormer Tanzanian President William Benjamin Mkapa was appointed as facilitator in the Burundian conflict in March 2016 by the Heads of State of the East African Community to help Burundians find the solution to the crisis erupted in April 2015 following the disputed reelection of President Pierre Nkurunziza.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The UN Secretary-General Special Envoy, Michel Kafando met William Benjamin Mkapa, the facilitator in Burundi conflict on 22 March in Dar-as- Salaam.
