For political actors and independents recognized by the law who wish to preach for or against the referendum, they have to register from 23 March till 06 April, 2018,\u201d says Pierre Claver Ndayicariye, CENI chairman.<\/p>\n<p>Ndayicariye says whoever will not have registered within the set dates will not be allowed to run a campaign teaching the population what they should vote. \u201cNobody will hold a campaign without CENI approval&#8221;.<\/p>\n<p>He says the campaign for or against the referendum will be announced by a presidential decree which will be issued at the latest on April 24th or 25th.<\/p>\n<p>He also says political actors will be given a sample of the election ballot for the constitutional referendum so as to easily illustrate it to their followers. \u201cThere are \u2018specimen\u2019 which will be given to political actors who will have registered.
