According to Gabriel Rufyiri, the chairman of OLUCOME, revenues are estimated at more than BIF 850 billion and expenses at over 860 billion.<\/p>\n<p>He says the state budget responds to the personal concerns of the leaders instead of solving the problems of the population. OLUCOME chairman says he is surprised to hear the government\u2019s plan to finance its investment projects through internal resources. \u201cIt is a budget of consumption instead of a budget of investment,\u201d he says.<\/p>\n<p>For the economic expert, the country must improve the growth sector namely the agriculture and industry by granting facilities to entrepreneurs and by doing a follow-up of their activities\u201d, he says.<\/p>\n<p>Niyoboke also says the government must set up new strategies to fight tax evasion and increase the production. \u201cSmall scale enterprises must have access to small preferential rate to allow them to get credit and inputs\u201d, he says.<\/p>\n<p>OLUCOME chairman calls for political stability, the drawing up of a budget on the basis of the Burundian realities, combating unemployment and controlling the population growth. The annual state budget is estimated at BIF 1.388,174 billion.
