It is not up to the Ugandan president to indicate who the government should engage in negotiations with\u201d.<\/p>\n<p>He says that his institution is concerned about the channel of communication used by the two presidents. \u201cWe would have liked other forms of communication different from public correspondences sent between the two Heads of State. I bet they can find one,\u201d he says.<\/p>\n<p>The Burundian Ombudsman recommends the government to negotiate with whoever wants to develop the country but discourages it from engaging in dialogue with coup plotters and other criminals that are wanted. \u201cThey must be brought before the court instead of being part of those who should negotiate with the government\u201d.<\/p>\n<p>That reaction of the Burundian Ombudsman comes after the president of Uganda has responded to President of Burundi&#8217;s recent letter this December 12, 2018. The president of Burundi had asked EAC to address the Rwanda-Burundi issue .He pointed out Rwanda\u2019s role in destabilizing Burundi security and criticized the recent report by the facilitation office led by William Benjamin Mkapa.
