He also raises the case in the ministry of education where posts of teachers who are no longer in office remain vacant two weeks after the start of classes.<\/p>\n<p>MP Ang\u00e8le Ciza has the same view: \u201cI would like to know where the replacement process is blocked.\u201d<br \/>\nMinister F\u00e9lix Mpozeriniga says there is no obstacle in his institution. \u201cThe delay in replacing the staff often occurs in three ministries namely that of Education, that of Public Health as well as that of Environment, Agriculture and Livestock,\u201d he says.<\/p>\n<p>He says the failure is mainly observed at the low level of the administration. &#8220;Officials at the low level do not submit on time the lists of retirees or departures from civil services to make possible their replacement,\u201d he says.
