Fifth dialogue session ended with common roadmap

A common roadmap also called a “crisis resolution proposal” was submitted to William Mkapa, facilitator in the Inter-Burundian dialogue. Ambassador David Kapya, Senior Advisor to the office of the facilitation has said the facilitator will assess the Kayanza and Entebbe roadmaps as well as the crisis resolution proposal and then submit them to the mediator. “Then, the summit of EAC Heads of State will rule on the roadmap and will decide whether the facilitator can continue his activities or not,” he said.

Anicet Niyonkuru, executive secretary of the opposition platform in exile –CNARED says it is clear that the facilitation has failed all along the line. “The mediator did not fulfill his duty properly. In addition, the session came to an abrupt end,” he says adding that there wasn’t any dialogue without the presence of the government side.

According to Tatien Sibomana, a member of the coalition “Amizero y’Abarundi”, if the EAC Heads of State are not able to rule on Burundi crisis during their summit, the African Union or the UN must take the matter in hand. “The facilitator told us that he had ended his directed activities. Then, it’s up to the international community to intervene,” he said.

After five working days of deep discussions, participants in the 5th round of the Inter-Burundian dialogue session have signed the roadmap on their behalf without any political party representation.
